"The common industrial policy, a solution for employment, solidarity and European competitiveness?"

Facing a triple crisis, economic (and social), climatic, demographic, Europe faces a historic responsibility: the choices made today are critical and will determine both the future growth and the viability of the European project.
Europe will not recover without his industry. It is hit with full force by the crisis, it is impacted by the rise of emerging economies, it faces technological change. The actors, both public and private, must mobilize to build a true industrial policy of the Union. Discussions are initiated in France, with the recent convening of the "Estates-General of Industry" and in Europe, with the consultation on the new Economic Strategy for the Union. It is to continue to develop and to promote options for creating new jobs and new businesses.
How, for example, meeting the challenge of climate change, while strengthening the competitiveness of European industry? How to anticipate and manage the inevitable restructuring? How to create quality jobs for all and ensure appropriate training, although the question of skill-shortage arises already, and will arise more in the future?
The tracks exist, we want to discuss, take into account issues of training, long-term investment, cooperation between countries, develop a public and social framework at EU level to anticipate restructuring (especially cross-border restructuring), implement a policy of SME coaching (inter-territorial structure to support the procurement, implementation of the European patent, support of research and innovation…).
The aim should be to make the EU a catalyst for education and training, and develop the link between training and employment, focusing on careers to promote green growth.

Descriptif
Confrontée à une triple crise, économique (et sociale), climatique, démographique, l'Europe fait face à des responsabilités historiques : les choix faits aujourd'hui sont cruciaux et détermineront aussi bien la croissance de demain que la viabilité même du projet européen.
L'Europe ne se relèvera pas sans son industrie. Celle-ci est touchée de plein fouet par la crise, elle est impactée par la montée en puissance des pays émergents, elle est confrontée aux mutations technologiques. Les acteurs, tant publics que privés, doivent se mobiliser pour bâtir une véritable politique industrielle de l'Union. Des réflexions sont engagées en France, avec la convocation récente des Etats Généraux de l'Industrie, et en Europe, avec la consultation sur la nouvelle Stratégie économique de l'Union. Il s'agit de les poursuivre et de les développer, afin de promouvoir des options pour créer de nouveaux emplois et de nouvelles activités.
Comment, par exemple, réussir le défi du changement climatique, tout en renforçant la compétitivité de l'industrie européenne ? Comment anticiper et gérer les inévitables restructurations? Comment créer des emplois de qualité pour tous, et assurer des formations adéquates, alors même que la question des compétences se pose déjà, et se posera d'autant plus à l'avenir ?
Les pistes existent, nous souhaitons en débattre : prendre en compte les enjeux de formation, d'investissement à long terme, de coopération entre les pays, mettre au point un cadre public et social au niveau européen pour anticiper les restructurations, notamment transfrontalières, mettre en oeuvre une politique de coaching des PME, principal vivier d'emplois (structure interterritoriale pour les accompagner vers les marchés publics, mise en place du brevet européen, soutien à la recherche et à l’innovation…).
L'objectif est de faire de l’UE un catalyseur en matière d’éducation et de formation, et de développer le lien entre la formation, l'emploi et la production en ciblant sur les métiers pour favoriser une croissance durable.
